Need a complete build, case must be semi small form factor, must have at least 8 gigs of ram, only intel cpu i3 or better, and no video card. Just the system, this is not for gaming, the budget is $370 also SSD @ 120-128gigs max pls no HDD

It is about as bare bones as can be and still have an i3, 120gb ssd, and 8gb of ram. No operating system, not sure if you were figuring that or not.

You could get a little cheaper with a crappy case and power supply, but wouldn't recommend it. : )
