I'm an IT engineer and I look after several hundred customers servers and networks. So this involves server maintenance, backups, configuration etc. Hardware configuration, RAID/UPS/LAN/WAN/Firewalls.
It's a very broad spectrum. Some technicians will only support Microsoft Office where others will maintain an virtualised infrastructure which you could argue is a slightly higher skillset.
Network managers will look after LANs, firewalls, WANs, Routers, Client PCs/Devices. Provide new infrastructure and planning etc.
CEO will most likely have no part in any technical labour. He may possess good knowledge still but will be mainly involved in managing the board of directors etc and keeping up to date with what each department is doing / business decisions etc.
