PC having issues. Replaced almost everything!

Hello there. I have a hand-built PC that contains an AMD FX(tm)-6350 Six-Core Processor (3.90 GHz), an ASUS GTX770-DC2OC-2GD5 video card, an ASUS M5A97 LE R2.0 Motherboard, 8 gigabytes of fully functional RAM. The PC is running on Windows 8.1. The first problem that started occurring was, the computer would loop into BIOS, over and over. It would not boot into Windows 8. The only way to fix it was to unplug the computer and discharge it's remaining juice, plug it back it, and power it up. It became very annoying when I had to do this every morning. I was determined to fix it. So, I opened up the freshly installed build and checked everything out. Connections, wiring, components, etc. I unplugged the SATA cable (hard drive to motherboard) and plugged it back in securely. This seemed to fix it for about a week or so. Then it returned to the same issue. Meanwhile, I started noticing software issues (primarily while running Google Chrome). I thought that maybe it was a problem with the operating system. So, I did a fresh install of Windows 8.1, even swapping the hard drive for a brand new one, to make sure that wasn't the problem. Doing this seemed to work for the day. And then, the next morning, same problem. Software issues, no longer the BIOS loop. I was utterly confused at this point. So, I got back to work. I ended up clearing the CMOS, replacing the RAM, replacing the video card, replacing the CPU, and even replacing the motherboard! Still having a problem with 1. The BIOS loop (often when I restart the computer, it will get stuck into BIOS until i completely power off, unplug, plug in, and boot up) 2. Software issues - not only chrome anymore. The computer will freeze up on me at any given moment. It seems to have no mercy for my intentions. What is going on!? I am so confused. This is a brand new computer, that was completely rebuilt into almost another 100% brand new computer. What could possibly be going on? The only thing that I really haven't replaced is the power supply. But I don't think that is the issue.

Any advice or help will be greatly appreciated!

make sure that there are none of the old motherboard standoffs in the wrong holes behind the motherboard grounding it, as well that none of the tabs on the back i/o shield are bent into the inputs eg usb. the only thing it looks like you didnt replace is the psu. do you have access to another to see if its that? you dont even have to actually install it in the case to test, just unhook the old one and hook up the new and see.
