Hello, Just recently I installed a Game Max TR-700P 700w PSU, and a MSI GTX 960 video card. When I first installed these new components it ran fine for a couple days, but recently my System shuts down when I try to start any games. I am able to turn the power supply on and off, then boot up again right away. So I put my old R7 250 back in and had no problems. Looking around online it seems my CPU can handle the video card? maybe its my motherboard? drivers? I'm not sure how to proceed with troubleshooting.
Thanks

Specs: AMD FX-6300 Six core 3.50GHZ, 8G RAM DDTR3 1600 PC3 ADATA,
GameMax TR-700P 700w PSU, MSI GTX 960, Windows 8.1 64bit, GA-78LMT-USB3 Gigabyte Motherboard, Also in running the Nividia Geforce 347.25 driver version

Although the 960 is very conservative on power use, it will use more power than your R7 250. I'm not familiar with the brand of power supply you have, but I would venture a guess that it's not high quality. It's possible that it's not able to power your entire system.

So as caj has stated, if you can try it in another system (preferably a system with a better quality PSU) that should determine if your graphics card is faulty. If it works in another system, I would suspect the power supply.

is your mobo updated to the latest? your psu can easily handle but try installing the latest nvidia drivers. lastly try the card in another friends computer if it still doesnt install then you would have to settle for a RMA or a new cardd

So I replaced the power supply and exchanged my GTX 960 for a new one, Everything seems to be running fine now, no crashes. I honestly can't say weather it was the GPU or PSU, (but I think it was the PSU) I did not have another PC to test the 960 in and it was within the 30 day return policy, so I just exchanged it to be safe, anyways thanks for the help!
