PC Won't Turn On, But USB Devices Have Power

try booting up your pcf out of the case. i hope you know how to disasemble it the n assemble it outside the case
I thought something may be shorting to the case, so I tried that this morning, but still no luck. Nothing tries to turn over at all. All of the USB ports seem to still be receiving power, though, because the keyboard and mouse lit up in every port I tried.
It would seem weird to me that it is a case issue, because the computer has been perfectly fine until yesterday. It's been sitting there for two months or so and has not been moved. It had been off for a day or so and just, out of the blue, decided it would not come back on.
