what is the most powerful 11.6 laptop?

the problem is that currently there is none. The last one was Alienware m11x a couple of years ago, but it seems the niche expectations did not really pay off and they discontinued the line. The smallest you can get right now is the Alienware 13 with 860M, and that's pretty much it.
Wait... in what way do you mean "powerful"? In terms of the CPU, or with gaming in mind? In terms of performance, the most powerful cpu you will find in such small package is dual core i7, such as U4600
