pc won't boot, fans spin but not cpu fan

hi.
i built my computer about a month ago and today when i turned it on it would not boot up with no signal to the monitor.
i don't think there are any problems with the power supply because it gives the computer power.
i did turn of asus anti surge because it started giving me problems and it would turn my computer on and off when under load, but it has been of for over a week with no problems.

You might start off by unplugging from power, discharging power supply (hit power button) and reseating your RAM, video card and whatever else you would have plugged into a slot.

If you still get same result you can remove one memory module and leave other to see if maybe one of them is defective and keeping you from booting.

If you still aren't getting anywhere you can remove your video card and try your onboard video to see if you are having video card problems.

If none of this works and you can get a hold of a spare power supply to test, you would eventually have to rule it out.

just using stock cooler.
the problem was with the power supply, i changed slot for the cpu and gpu and it worked.
i got help from a data technician, but thank alot for replying im sure it will help someone else looking for the problem in the future.
