AMD FX-8320 with Arctic Cooling Freezer 13 Overheating Issue

Hello!

I've recently purchased a new PC (a few months ago) which I assembled with a friend.
Here are the specs:

MB: Gigabyte MB GA-990XA-UD3
CPU: AMD FX 8320 (3.5Ghz)
Cooler: Arctic Cooling Freezer 13
PSU: 600W Corsair Builder Series CX600M
GPU:Sapphire AMD Radeon R9 270X Dual-X OC 2Gb
Case:Zalman Z11 Plus HF1 Mid Tower Case

I'm currently using Windows 7 Ultimate 64-bit and my CPU is not oveclocked.

Last week I checked my CPU temperatures out of curiosity and found that it runs pretty hot under load. I immediately checked my BIOS and it says my CPU core temp. is 79°C.
The weird thing is that this number remains unchanged no matter what i try tweaking in settings (fan speeds, PWM controls, Voltages etc.).

Next I installed HW Monitor and AMD Overdrive to track my temperatures. Those two seemed to provide the most reliable readings.
I discovered that the processor is running pretty cool under no load but jumps to absurd temperatures. When playing a demanding game it goes up to 80-90°C range and while watching videos or surfing it is at about 60-70.
In my opinion and from the information i gathered online my CPU shouldn't be overheating with this setup.

After I made sure that the cooler is installed properly (it is placed so that the air blows out the top of the case and the thermal paste pre-applied) I assumed that my case doesn't provide the best airflow so I moved the top case fan a bit to the front so that it doesn't sit directly above my CPU cooler.
The cooler itself should be more than enough to keep my temperatures low but somehow it just doesn't do it. Even when set to max speed (about 2200 rpm) the CPU temperatures don't drop until i stop playing a game.

I'd be awesome if I could get some answers here.
Should I turn my PC cooler 90°so that it blows out air to the front?
Should I turn down the Vcore voltage in AMD Overdrive/BIOS?
Could my CPU/CPU cooler be faulty?
Should I set the CPU fan to operate on PWM?
Why does BIOS alway show the same temp. of 79°C? Do I need to update it?

I know AMD CPUs tend to get pretty hot but I haven't done any overclocking whatsoever and my temprature reads are just crazy.
When playing more demanding games the temperature reads on HW Monitor say that the max temperature reached was 80°C sometimes more.
Also, when starting windows, it takes some time for the temperature to settle to 30-ish °C which means that everytime I restart the PC the temp. reads are usually at 70-ish °C and then drop to stable.

Please help! Any advice would be greatly appreciated.

I will try this as soon as possible, just need to get some quality thermal paste.

I removed the cooler today, removed the old paste, cleaned both the CPU and heatsink with 98% alcohol, reapplied thermal paste (silver/silicon compound) and made extra sure to seat it back on firmly.

After powering my PC back on the temperatures remained the same - both in BIOS and all monitoring programs.

Any more ideas? I'm really deperate here, this is a new build and there is no way it should be reaching these temperatures.

Further help would be greatly appreciated!

It seems that my northbridge is causing some trouble. I tried touching it and it was really hot (I couldn't hold my finger on it for even half a second).
Could this be the cause of the trouble?

1. The readings might be wrong and updating bios might fix it. But if you don't know how to do it then don't.
2. One of your pictures showed a max voltage of over 1.4 volts, it's too much for stock, you could load stock bios and put them manually to prevent this happening.
3. Don't spread the paste, it might leave air bubbles.
4. Check that the cpu fan works.

Ps. Your Northbridge needs more air flow, put fan blowing directly at it, it should only be warm to touch.

Try with stock cooler to see will you get same or lower temps also there are 2 revisions of motherboard so maybe you got rev1.xx dat has problems with hot heatsinks or something else. Also try to Update BIOS and if you are on latest try to revert back 1 version, you do it same way as you update BIOS.

Exact same issue and iv tried stock fan too
Both same
Idle im at 45 easily n if i even put a game launcher on its mid 50s
If i play it rockets past 60 in seconds
Reset both fans many times
No change
