A question about CPU + GPU combo benefits

Hi guys, I'm building a new pc and have a question regarding the CPU and GPU.
My inicial build included a gigabyte gtx 970 g1 and an i7 4790k. It's mainly for heavy gaming and graphical design/illustration(no rendering, no video editing). I play at 1080p and plan to stay at this resolution for the next 3 years.
Even after the whole 970 3.5gb fiasco I still think it's a great card, but stuttering is still a real issue even at 1080p, and many people had been reporting it even before they knew about the vram limitations.
Since my budget can't exceed a certain amount I'm left with two options: stay with my current config, or switch the 970 for a msi 980 and the i7 for an i5 4690k(would be OC'd to, at least match the 4790k). Which combo would be the most beneficial(in term of fps) for the next few years.
Also, please don't tell me either of those cards are overkill for 1080p. I've seen countless benchmarks and gameplay videos to know both of them can't even maintain 60 fps in some of the latest AAA games. I have to take unoptimization into account when choosing the card.
