AMD Radeon R9-280X 3GB (loss of signal to tv/loud fan)

I have AMD Radeon R9-280X 3GB video card purchased just a few days ago.
Without warning the Fan inside the card goes to 100% and the monitor loses signal to the computer. Resulting in a full restart of the computer to reconnect the signal. Then shortly after I disconnects again and typically just even loading a web browser. Is it Dead on Arrival? or something I can try to fix.

First check: Was your previous card an AMD/ATI card? Did you uninstall the old driver?

It almost sounds like you have Catalyst's Overdrive feature enabled. Possibly disabling this feature may solve the problem. If clock settings within it are too much for the card to be able to handle, it will result in a crash. There is also a feature there for manual control of the fan, which may be set high enough to make it sound as if it revs up. If this feature box is NOT checked, then the next step is to attempt reinstalling the driver. If that doesn't work, you could have a corrupted BIOS on the card.

As a last trouble shooting item, sometimes fans on cards can go bad. If the fan is not working properly, it may receive a high amount of voltage in an attempt to cool the GPU before ultimately failing and causing the system to crash due to overheating.
