Computer won't boot properly

Upon turning my computer on after two seconds of the Windows 8.1 splash screen (just before the loading circle) the computer will crash and turn off.

My motherboard has a faulty PCIEx16 port. At random intervals, for no explicable reason, output will stop from the port. Through every combination of PSU and GPU I have ever owned, that problem has persisted. This morning I attempted to move my GTX 970 into the PCIx4 port, but never had time to test it because I was called into work.

So, I turned the computer on, everything seemed normal until the crash. I proceeded to turn it on again, just in case it was one of those random occurances, but it happened again. I then moved it back to the PCIx16 lane, and the problem persisted. So I unplugged the 8-pin and 6-pin power cords going into the GPU, but obviously the BIOS told me to plug them back in.

AMD FX-8350 (not OCed) with CM Hyper 212 evo heatsink
Gigabyte G1 Gaming GTX 970
Gigabyte GA970-DS3 motherboard
Crucial Ballistic Sport 8GB 1333 DDR3
Corsair CXM500
Seagate Barracuda 1.5TB
TP-Link PCI Wi-Fi network card
 
Solution
Have you tried a different PSU? It may be weak or even have abad cable or more. Do you have the latest BIOS and mobo drivers? GPU drivers? Checked the DRAM w/ memtest? Lots of possibles

Motherboard, BIOS and GPU drivers are all up to date. I know that the CXM500 is known as a tier three PSU, and it could be problematic, but it appeared to work perfectly fine up until now. RAM is flawless too, just tested in another machine.

Problem solved. I am genuinely embarrassed and would like to apologise.

When I moved the card from the x16 to the x4 port, I had to move a the HDD SATA cable because it was preventing the card from slotting in. When I moved it back into the old slot, the PC booted no problem.

What would have caused the computer to instantly shut down though? The kernel panicking?
