Recovering data from external hard drive

Hello, there was a WD My Passport Ultra 1TB external hard drive I got in December and for some reason I can't retrieve anything from it now.
When I view it in task manager (Win 8.1) it says that it's active 100% of the time, but zero read/write speed (Fig. 1)
In windows explorer, sometimes it will show up when I plug it, but it won't show the hard drive's name or how much space it has (Fig. 2)
When clicking on "Safely remove hardware.." the hard drive will show up with it's actual name instead of just "Local Disk" in explorer, but attempting to do so will lead to an error after a few minutes.(Fig. 3)
Looking at the hard drive physically, the white LED (for when it's reading/writing) constantly blinks and the hard drive itself also runs constantly even though I can't transfer anything to or from it.
Also, the hard drive shows up in device manager.

I have tried using the original USB 3 cable with a USB 3 port and also a USB 2 cable with a USB 2 port, so I know the issue isn't the cable or the port since my phone works with the same cable and port.

I'm very sorry to hear about your WD My Passport Ultra! :(
Good job with the cable/port troubleshooting, so that we can rule this one out!
Since you do see it in device manager, I'd suggest to go and uninstall all the drivers under USB controllers in Device Manager. Afterwards reboot your computer and let Windows Updates re-install the missing drivers, then try the external drive again and see if it will get recognized.
I'd also suggest to go to Disk Management ( http://pcsupport.about.com/od/windows-8/a/disk-management-windows-8.htm ) and check the HDD's status there.
Another thing you need to do for sure is test the drive using WD's Data LifeGuard Diagnostics utility to check up on the health and SMART status.

Thanks for replying :)

I tried uninstalling the drivers and rebooting, but that didn't seen to solve the problem.

Despite the fact that the hard drive appears on Device Manager, Disk Manager doesn't work unless I unplug the hard drive (therefore meaning it doesn't show). When plugging the hard drive in after I open Disk Manager, the hard drive doesn't show

As for the WD Data Lifeguard program, I'm able to start the quick test, but it doesn't seem to finish. It says that the estimated time was 5 minutes but it hadn't finished after over an hour. Where the list of logical drives show, my C and D partitions (for my laptop's internal hard drive) show with their file system (NTFS) and space showing. However, the letter (F) for the WD hard drive shows on the list without showing the file system or space available :( Weirdly enough, it shows "1000 GB" capacity on the list that shows the model and serial numbers
 
I'm very sorry to hear about that, Medz967! I'm afraid there's some sort of a physical damage, if it doesn't even want to get tested. I suggest to try with a third-party utility: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
However, you can still try to assign a different drive letter in Disk Management, maybe this will help. Here's a link how to perform this:

Do you have any backup of the data that's on that WD Passport?
