Upgrade gone wrong. Thoughts on PSU issue?

Decided to upgrade my system about a month ago. Went from > to:

Old gigabyte P35 > Asus Z87-A
Core 2 Duo E8400 > i5 4430
2x 2Gb Kingston value > corsair value select 1x 8Gb
Asus GTS 450 > Asus GTX 660

Same case, fans, PSU.

Win 7 blue screened when first tried to boot after the upgrade, had to change some mobo HDD settings. Installed drivers, all good.

Didn't notice much wrong for a few weeks. Then started to notice a disturbance when playing back video. If watching a scene with lots of change, eg camera panning fast, you get v. thin horizontal lines, like a loss of sync. Seen from many sources, VLC, youtube, netflix, etc. Seems to be worse when making something full screen or bigger than the original resolution. The odd game I play (even graphically fairly demanding like a Rome II battle) is fine, only playing back video.

The new graphics card I got on the cheap as it was factory repaired. As I got the same result in Win 7 & Ubuntu, I ruled out an OS specific issue and blamed the card, maybe the original problem came back. Contacted the support guys from the store I bought it from, returned it and got my money back. Put that towards another one, got an identical one (non factory replair job this time)

Installed it and began testing. Problem persits. Thoughts turn to monitor. Use 2 Samsung SA300(?) and the problem can be seen on both of them. And only in the video, so in my mind rules those out.

Decide to wham my old 450 GTS in, problem persists. Thoughts turn to mobo. Put in old mobo (& CPU & RAM) with new graphics card. Problem persists, though not as bad. Have by this point installed all kinds of drivers a million times.

While I had the old mobo in, I lost my audio (M-Audio delta 44) but didn't try to fix it. Also, some steaming video stopped working, ie youtube buffered a few sec, plays that then stop, netflix loads me a still but won't start playing. In both OSs. After putting the new mobo back in, guess what? That problem persits as well.

So thinking what else is constant. Leaves fans, case and PSU. Before installing the new hardware, I checked a few power calculators to see if a PSU upgrade would be needed. I was getting 350-450ish W, have in use a 550W some brand have never heard of before (and am NOT taking my machine to bits another time today) that's maybe 3yr old.

Am checking some voltages via CPUID HWMonitor to see if it could be a PSU issue. +5V & +3,3V seem rock solid. +12V seems to be close to +12V, lowest I've seen in 11.70Vish. Not sure what VIN3 & 4 are supposed to be. VIN3 is a solid 0.880V but VIN4 varies a lot. Goes from next to nothing to 0.7V constantly when system's idling, hits a steady high of about 1.0V when working the graphics card. No idea if VIN3 & 4 are normal.

Any ideas on the PSU theory? Loathed to go out and buy one if it's not required, but the probs keep coming. I sense an OS reinstall party coming too...

Waited until a couple of important projects were out of the way then did the reinstall. Still the same prob, tried win 7, 8.1 & server 2008. Couldn't even install half of the drivers in the last two.

Took mobo back and did a warranty swap. After that, audio started working and could stream video again, but with the issue still.

Then while looking through the various default windows themes with youtube playing on the other screen, I noticed that problem was fixed when changing the theme back to default. After some more testing, realised that the video issue is on when using a theme from the basic & high contrast. Aero themes are OK.

So had two probs, caused by a sick mobo and windows theme. System seems to run faster now with the new mobo, had been a bit disappointed with the very slight increase in performance after the initial upgrade. Now she fliiiieeeeeeeeeeeeeeeeeeeeees :D
