File Explorer ramping up and down in CPU usage, please help!

I noticed, while monitoring system usage in task manager, that my file explorer ramps up and down a heck of alot in CPU usage. It will be at 0% then jump up to ~30% in 2 sec, go back down to 0% almost instantly and then after 5 seconds or so, it will repeat. I've tried alot of things. Clean boots, disabling pretty much everything my computer don't need to function (That i know how to disable) and using registry fixers/cleaners (Registry Recycler and CCleaner). The only thing that has worked thus far is booting into safe mode, but I can't really make good use of my computer in safe mode.

So if someone could please help me that would be extremly appreciated!

Specs: i5-4670k baseclock, 8gb Dominator Platinum, WD Blue 1tb, Asus Z97 Ranger, Gtx 770 4gb and Windows 8.1 (Upgraded from Windows 8 without performing a clean install)
