Does Razer Synapse 2.0 need to be running in the background for mouse settings to work?

I have a Razer Deathadder 2013. Does Razer Synapse 2.0 have to be running in the background for DPI settings and mouse button 4 and 5 key bindings and all of that? I would like to disable it from the startup on Windows because I have a lot of programs that start up when windows starts up and it is kind of annoying. So will those settings save or does it have to be running all the time?
 
Solution
It unfortunatelly has to be running for your settings to be applied. razer mouse and keyboard owner myself. One thing you could do to speed up you start up is just to disable its startup on windows option, and manually run it when your other startup programs are done loading.

Not sure if this works for the 2013 version of the deathadder but a while back i was just still using the old legacy driver for the mouse, which is WAY less taxing on startup.

Yeah it sucks it has to be running in the background. I just got a logitech keyboard and their software is the same exact way
