You can test and see if the second pci slot is working by removing the first gpu. I would try that. I am also assuming you don't have any other pci devices like sound cards, network cards, etc. installed. If the single card in the second slot boots and works I would start from scratch:

1. Run DDU and remove every random AMD or NVIDIA driver ever installed.
2. Shut down and remove both cards and all 4 power cables (from the psu side too) and lay them in front of me.
3. Reinstall one card in the top slot and its 2 psu cables.
4. Start up and install the 13.9 drivers.
5. Shut down again.
6. Install second gpu, both psu cables, and the crossfire bridge.
7. Reboot and see if the option to crossfire is available.

I am not trying to talk down to you I just know that sometimes during installation something can go slightly wrong and nothing seems to fix it. It seems tedious but sometimes it works. If the above procedure doesn't work I am at loss.

Im starting to believe its the PSU. does a PSU play a huge role in crossfire ? because the recommended watts for my 2 Crossfire GPU is 900 and i have 850. so do you think thats an issue ?

Thta PSU should be plenty of power. Either way a weak PSU would cause issues under load, it wouldn't keep you from enabling crossfire at idle. Did you ever try removing the top card and seeing if the card in the second slot runs okay, just to test the second pci slot?
