Old problem from many threads, but none of the answers seems to fit my symptoms.
Computer: ASUS Z97-P motherboard, i5-4690K processor, 8 GB memory, GTX 750 Ti graphics card. No strange hardware attached, no third party firewall or virus protection.
System takes up ~24% CPU, System interrupts ~12% and csrss ~6%. The numbers fluctuate a bit but total load is around 40% when I do nothing.
The odd thing is that this doesn't happen every time. Most of the times when I boot the boot is fairly slow and I get this problem, but perhaps one time in four the computer starts faster and CPU use drop to 0 as it should. It seems to work properly somewhat more often in the evenings.
Looking at the widows log I get several reports that the computer wasn't shut down properly (event id 41). I also get the infamous "The driver \Driver\WUDFRd failed to load for the device ACPI\PNP0A0A\2&daba3ff&2." which seems common with ASUS Mb:s but I don't know if it has any bearing on my problem.
I tried reinstalling Windows and the problem persisted, I've turned off sound effects as someone suggested in another thread, I've tried a clean boot with as much turned off as I possibly could. I've tested the hd, run the windows diagnostics I've been able to find. Does anyone recognize the problem or have a suggestion?
