PC does not boot, monitor light blinks, fans and CD drive working

Hello everyone,

My PC used to work fine until a few days ago. I was downloading some music. A popup appeared for a second, containing some message. I didn't get time to read the message, and the computer shut down. Subsequently,

The PC does not boot up. The monitor does not show any changes other than the light blinking off and on.
The CPU and SMPS fans are still working.
I am able to eject and insert CDs, but I cannot boot using a live CD. I'm not sure what my first boot device is at present, and I cannot change it as monitor does not show anything at all.
My usb optical mouse gives off light for almost a second when the power is switched on, then it turns off.
My keyboard is receiving power, as NUMLOCK status LED is on.

I tried opening the computer case. I dusted it off and tried removing the cmos battery and reinserting it. I even removed one of the RAMs and dusted it. But that doesn't seem to help at all.
I removed the hard disk connector and reinserted it, thinking that maybe it was loose. Still no use.

Can anyone tell me what I can do?
 
Initially I would suspect your GPU to be the problem. Could be that it died, considering your VGA ain't working. Is your GPU fan running as well? Can you get your mobo to POST? If you can, you can listen to the beeps and if you read your mobo manual carefully, you will be able to understand whether or not your mobo registers your GPU.

Additionally, it would help if you write your rig. Motherboard, CPU, GPU, PSU and so on.

I do not have an additional GPU. The desktop screen does not display anything at all. It does not give any indication that CPU is turned on. I removed the RAM and booted the system. The warning of three beeps was issued. Then I tried connecting the RAM, and removing the Hard disk power. No change. I don't think the mobo is giving any other warning tone other than that RAM is ejected.

what does 'rig.' mean?
The make is as follows.
Motherboard is Intel Desktop Board D945GCCR
CPU: Core 2 Duo.
No GPU

Yes, with "rig" I mean your build i.e what your computer components are. Perhaps others with more knowlegde than me can help you better than I, but I still suspect your GPU.

I can see that your motherboard have on-board integrated graphics, the Intel GMA950 subsystem (http://downloadmirror.intel.com/15117/eng/D945GCCR_TechProdSpec.pdf). I suspect that your GMA950 has died.

You can test if your GMA950 has died, by borrowing a GPU and install it in your only PCI-E slot. In the manual page 12, figure 1, the PCI-E slot is labeled "E". If you plug in a GPU there and it works, then your GMA950 has conclusively died.
