I have an old computer (Athlon II X3) that I use daily for school, work, streaming HD videos, and internet surfing. I currently have 4 GB of 1333 MHz RAM. What will improve if I upgrade to 8 GB of the same speed? I'm not ready to buy a new computer yet, I would like to upgrade a little and use it for another 3 years. I already installed a Samsung SSD and Gold rated PSU.

64 bit uses 8gb ram more efficiently.. It you are on 32 bit don't even consider upgrading your ram.. Unless you upgrade the os.. If you can see lag while multitasking,, if your resource monitor shows more than 3gb of ram,, its time to upgrade....

IF you have the option of adding RAM, it really depends on the programs you use. Try using Window's Resource Monitor is see if you're even maxing out what you have. If you are using memory intensive apps, then, yes, you might notice some improved performance.

if you are using a 64bit OS you will see a difference defenetly , but really depend on the programs you run and what your system actually need ..
if you see 100% ram usage on programs then it might time to upgrade

My motherboard can handle max of 16 GB of ram at 1600 MHz. Unfortunately, my Athlon II can only handle 1333 MHz. I am running Windows 7 64-bit. My computer does lag while multi-tasking when I surf the web. I tried CCleaner and Malewarebytes but it still lags. Thank you for the help. I will buy some RAM today. Any budget-priced RAM recommendations?

Cheapest ones that are proved to be reliable. The ones I have in now are cheapest A-DATA and they have never given me any problems.
