Well first you will need a Windows Operating System ISO (which ever you prefer Windows 7, 8, 8.1). From there you will need to create a bootable disk whether it is CD, DVD or Flash drive (I personally prefer flash drives as they are faster). You will then need to change your boot order of the Devices in your BIOS and then allow the installation to run.

You can go to Microsoft's website or google for an ISO you want. If you have 4 GBs of RAM or more you will need to get the 64 BIT ISO for the best utilization of the RAM.

You can also google how to create a bootable disk but a link can usually be found on the webpage you downloaded the ISO from with microsoft.
To change the boot order you usually press F2 or delete or some key...you will need to set the boot order of the USB to first if you are using a flash drive...save the changes and the pc will restart. (Make sure the new hard drive is connected)
This should lead to the installation, just follow the instructions on screen and you should be okay.
PLEASE NOTE THIS CAN CAUSE ALL OF YOUR DATA ON YOUR HARD DRIVE TO BE DELETED.
