No video after installing a new mobo! Not posting or anything!

Had a malfunction with a motherboard and it was causing the PC to restart, Ordered a ASRock 970 Extreme4 and now I have no video coming from my Radeon HD 7750, Tried an old 5750 I had nothing on it either, The 7750 which has no 6-pin power connect the fan starts to spin soon as you turn it on then instantly stops, The 5750 shows no video, but because it has a 6-pin connect on it the fan stays spinning, I have built man PC and have not had this happen, Just trying to get it fixed for someone. I have done everything that I can find on the forums, but nothing is working, I have reseated the video card, the memory, Tried diffrent slots with the video card, even tried getting it to come on with no ram installed, Nothing it doesnt even post where I can get to the bios.

Weird, So I got another power supply out of my collection of old, or spare parts, Slap it in the computer and it fixed it, The power supply that was in it was a fairly new 650 watt would have never guessed that would be it. Everything seems to be working now, That's for trying to help me though.

I checked all the cords and they are all good, Messing around with I realized I cant turn it off with the power button at all, I can press it, hold it for minutes and nothing, Even if i push the power button on the Mobo its the same deal, It will not shut off. Maybe this has something to do with it, I am starting to think the board is faulty out of the box. Also I can find a speaker, My computer store did not have any and said it would be a few days before they could get one in.
