memory stick of 1600 mhz set to 800 mhz?

So i have a 8 Gb of RAM (1x8) and it says it is 1600 mHz yet when i check Speccy or AMD Overdrive it is 800 mHz even under full load. Does this mean the stick is faulty or something else?

The memory is DDR that means dual data rate -- a 1600Mhz RAM is clocked at 800Mhz because it uses both the rising and falling edge of the clock to initiate transfers. 800Mhz is completely normal.
