How to put network speed limits of programs?

Every time I do very big download like on steam and such, they seem to take almost all of the network speed. I can't watch youtube at 1080p or play online becuase they take priority especially steam every time I download
My max network speed averages at 28 Mbps. Is there a good program that do min-max limits on network speed of other programs. I want there always to have a min limit of 2.5 Mbps on google chrome for youtube 1080p and browsing and 70% max goes to downloading. Also it should NOT always be on all the time and only when the 28 Mbps is met.

It is called QoS or Quality of Service.

This is a feature built into most any half decent router.
Now some of them only allow to limit bandwidth to certain computers, but most will allow you to set limits based on what type of traffic it is (thus you could put HTTP/HTTPS as highest priority, Netflix second, regular downloads say 5th and say bittorrent as last, etc).

There is aftermarket firmware (like DD-WRT or Tomato) available for many models of routers that will have very good QoS tools. Now on some routers the upgrade is very straightforward, but on others it is more advanced and has a higher chance of bricking the router.
