i just built a pc from all new parts, and from the first time i turned it on its just been super slow for what it should be.

it is slow from beginning to end, the start up takes 3-5 minutes, programs take ages to load and when i run a game its super laggy with screen tearing. also after a while or if i move to many files around it blue screens me. it blue screens me all the time.

i have reinstalled windows and formatted the ssd

wooo, after spending all that cash on hardware i woulda been sooo mad...

lets see, have you checked temps? if you mounted the cpu hsf wrong it could cause cpu throttling and instability.

have you done anything in the bios? maybe your ram is being funky and not wanting to play at whatever its set at.

speaking of BIOS, have you checked your version to that of the most current non-beta bios available for that board?

i disagree. im betting memory related. run samsung's magician software to check for performance deficiencies from the ssd/sata controller

I didn't mean hardware-related but software-related. It'd help if he could run some other OS like Linux in dualboot to see if RAM is the cause. But I think you're right, RAM does sound right, memtest can help as well as trying individual sticks.

wow. 94c? at idle? if so, thats way too hot. waaaaay too hot. hot to the point that you dont have your HSF mounted properly.

you need to pull that hsf off, clean the old thermal paste off, apply new, and -properly- install the cpu cooler
