My acer window xp cumputer powers up and when it reaches its loading point it restarts over and over again . U are able to enter the boot menu and enter setup but nothing else

Have you tried "Startup Repair"? Usually can get to it by hitting F8, but it varies from PC to PC.

Repair install will fix this issue. Not sure of the cause though.
