which one is better in terms of performance ?? how much overclocking would i achieve with it?

thanks for your reply , but i could'nt found any satisfactory answer ,i searched a lot on the internet but could'nt found any comparitive benchmark between those coolers :/

For low TDP stock clocked CPUs you might see 1% difference. But when you are not going to get an 8 core CPU to 5GHz on a 212. Even my FX-4100 totally saturated a 212.

Even the TPC-612 handles much higher TDP than the 212. I've never seen anyone saturate the TPC-812 yet. There is a reason that dave over at Techpowerup uses it as the standard for all of his overclocking reviews.
