internet problems slow download speeds

so heres the problem my speeds are 3mbps down and 1 up( slow ik but just realy good ping) but here is the problem i speedtest it it says 3mbps down but my keyboard (g510s says its only 300kbps also when i download on steam and other applications it only downloads at 300-500kbps why ik i have more speed then that. and noone else is on eating the data

You're probably confusing megabits with megabytes.

Speedtest, and your ISP. displays megabits
Steam displays megabytes.
Approx 8:1 ratio.

So - 3megabits per sec from your ISP = ~300-500 kBytes per second from Steam.
It is doing exactly what it should be doing.
