New Motherboard/CPU and fresh install of Windows 7

I just installed a new motherboard and cpu last night, Went from an Asus M5A99X EVO 990x and an FX 6200 to an Asus Crosshair V Formula Z 990FX and an FX 8350. Replaced everything just fine, booted up and was able to install the drivers that I needed. But after restarting, my computer would freeze at random times causing me to have to restart- e.g. The log in screen for windows, opening Chrome, while watching a video on youtube. After looking around, I figured that it's because I need to do a fresh install of Windows. Does this seem like it could be the problem? Or is it something that may be faulty in the Mobo or cpu?

If the problem is most likely the Windows fresh install, I have a few questions that I couldn't find clear answers to. I have two drives, C: and D:, when I do the install, will the D: drive be touched at all? Like loss of data or anything like that. I don't feel like it would, but I have seen some people say it would be. I also have moved the locations of the User libraries-Documents, pictures, videos, ect.- from the C drive to the D drive, will I need to move those back or am I okay with leaving them where they are? Sorry if these questions are very noob, this is my first Mobo/CPU change on my system. Thanks in advance for any help!

Air Cooler: XIGMATEK Gaia SD1283
GPU: MSI Gaming Radeon R9 290x
RAM: Corsair Vengeance 16gb 1600 (two sticks)
PSU: Corsair AX860 860W
SSD: OCZ Agility 60gb for WIndows
HDD: Westerd Digital 1TB

I understand they are different chipsets, and that you should do a fresh install of Windows for that, but I'm mainly checking to see if the freezing that I am experiencing is a fault in the motherboard or cpu, or if it is a Windows fault and the install will fix it.

Another thing I thought of, is it possible that I tightened the heatsink too tight? I did hand tight-maybe a half turn at most tighter- on all corners, in a star pattern to distribute pressure evenly. I will probably start the RMA for the Mobo and get a replacement either way though.
