New HDD, can't install Windows on it.

I recently replaced my old hard drive which has not been working properly with a hard disk which was used I don't know for how long (bought it online). I asked the dealer to run a sector scan on it and he showed me the results which were fine. Now the problem is, I can't install Windows on it. I put the CD into the drive and select it first in the boot menu, but after restarting the massage "Select proper boot device..." appears. Now I assume that the dealer formatted the drive, wiped it, and that it has something to do with that, that it's not prepared for an OS install. If so, how can I prepare it? I tried installing from an USB but the same message appeared, so I doubt that it has something to do with the install media.

I've installed the Windows from the same USB I mentioned before, but this time I plugged it in the port which is in the front of the case. The HDD seems to be working fine. You can delete this thread.
@clutchc I've tried installing Windows 7 from a copied CD, and it failed, but as soon as I found my original/legal copy I've put it in the drive and it detected it flawlessly. After that I've succeeded in installing Windows 8.1 from an USB.
