Ram is running high

I have 4 gig's of ram and with nothing running it idles at bout 1.30 gigs normally it use to be around 80mb or so now it just seems like it wants to use all my memory and I think my cpu speed has been fluctuating as well

If you are running windows 7 or 8, 1.3 gb is pretty normal usage. 80 mb is just impossible. I think you meant 800 mb, right?
If your PC is showing higher RAM usage, is it showing so after you installed certain program? Also, what AV are you using?
If you want to reduce RAM/CPU usage, download CCleaner, disable all programs from startup except AV and restart. See if it helps.

did all that and yah I ment 800 but when I open like other programs it seems the usage age is was more then it use to be like fl studio will run at 3 gigs of ram
