Best $300-400 graphics card?

Looking for high end graphics card, one thta will last a long itme and that will play games at 4k or at least play games at 60 FPS in 2016 if its even possible to determine that lol, Thanks.
 
Solution
The best you could get is either GTX 970, which is 350$, but beware of the famed 3.5GB issue, or you could go with R9 290X, which is a little over 300$. They can both run many games at Ultra, but it's unknown for how long wil they be relevant. 4K is possible, yes, but don't expect 60FPS with max AA aand all Ultra. Also, the R9 290X can get somewhat hot,so be wary :)

Sapphire R9 290 Tri-X is better, yet it is somewhat more expensive, but it's worth the price. Extra fans will surely come in handy, since AMD R9 cards can get very hot.
