Im very new to pc gaming. I would to like to play arma 3 with medium/high settings with a $500 budget. I dont know where to start and how to a build a pc for this game. I also dont plan on buying a monitor and just use my tv for a screen (HDMI). Can someone recommend me parts or prebuilts?

Not at all Impossible. In fact, it is possible. Stop being so pessimistic and start being optimistic.
Here is a build without an OS. You can buy an OS but that would go about 24 bucks over budget (sorry). I did not include peripherals:

Arma 3 does not have that high of a requrement when compared with some games, the i5 system you picked will run just about any game at medium settings and Arma 3 on high easily.
Remember you still need to buy Windows which adds to the cost.

You can lower the CPU and go with an AMD build with an FX6300 and a slightly lower video card like a 260X for Arma 3 and probably still be able to play at high settings. But I suggest keeping what you picked since it will give you more headroom for quality settings with faster frame rates and also enable you to play future games easier.
