Extremely High RAM Usage

When sitting Idle my PC has around 47-50% memory usage, and whenever I try to run memory intensive applications Windows attacks me with warnings about how I need to close programs, and if I don't I crash... I've tried re-inserting it but it hasn't really done anything. It might be worth mentioning that there is 1.1GB system reserved for some reason. The strange thing is when I add up the memory usage from various processes at a glance it looks like it wouldn't even be pushing 1GB usage, so there must be ALOT going on behind the scenes... Thanks

OS: Windows 8.1 x64
CPU- AMD FX-8350
Motherboard: Asus Sabertooth 990FX R2.0
Ram: 8GB G-Skill Ares 1866 Mhz
GPU- Gigabyte R9 280X

Yeah, me too xD Then I don't know what it can be, but you can always try to reinstall windows.

I could, but I'd rather wait for Windows 10 than go through all the hassle twice in one year... I'm hoping there is some other fix...

I've now tried every possible memory configuration. Interestingly, there is only the 1.1GB reserved when both sticks are in. I tried them both individually and there was no memory reserved, but as soon as I add the second one in any configuration there is the 1.1GB reserved.

I was able to fix it by switching a setting in the bios in the Northbridge category that reserved memory in order to make boots faster. This freed up the 1.1GB and usage seems to be down to normal levels.
