PSU very loud noise on idle system

i have a very weird problem - once in while( once or twice per day usually) my PSU starts being very loud(probably max fan speed) even while the system is idle. The only way to fix it is to shutdown, wait a minute and turn on again, restart doesn't work. There isn't some specific action that causes it(or ii can''t pinpoint one), seems to be completely random to me. This is my current system :

MSI G45-Z87|i7-4770K|Noctua NH-U14S|FD Define R4|Geil 2X8GB 2133 Legerra|MSI GTX970 SLI| Samsung 250GB SSD 840|Seagate 1TB SV35 Series HDD|Corsair RM1000W PSU

OS: Win 8.1

What i have found out so far is removing the graphics driver fixes it, changing it doesn't - I have tried more than 10 earlier version, only complete uninstall works. Now for the really weird part- since the problem started occurring I have changed both my GPUs and my PSU, they were respectively GTX760 SLI and Thermaltake Smart SE 730W before but the problem persists. I have also tried new Windows installation of course but nothing seems to work.
 
If you've done a fresh Windows install, and this problem has recurred despite component upgrades, I'd guess that it's an issue with your mobo. Not sure about the Thermaltake, but the RM definitely should not be running it's fan if the system is idling (unless your ambient temps are really high?).

Hey, temps are great, mobo bios and drivers are up to date, I have considered the possibility it could be the mobo but it does't seem very likely, as it has no other problems and the graphics driver uninstall fixing it would't make much sense. The RM1000 is great - even under full load when the problem has not occurred you can barely hear anything.

Yep, it actually was the mobo, managed to fix it, changing clock ratio in the bios from dynamic to fixed did the trick. Though I have absolutely no idea what the graphics driver had to do with it.
