Ok, I tried Clock Gen but it shows nothing like it can't read motherboard values, also tried CPU-Tweaker but it brings me error saying " at least one DIMM need to be in channel A " even though i have 2 x 4 GB DDR3 put in Dimm 1 & Dimm 3 working in a dual channel mode.

P:S i did that before on another computer, also im aware that Dell doesn't support overclocking but i just needed to try & im aware of the risks.

ALSO : Is this motherboard capacitors are able to endure OC stress ? like for example i wanted to reach just 3.5GHz not something far away like 4.6GHz ? Even though this processor is fully capable of this

Please advice me & thanks in advance Guys :)

Xeons are not made to over clock. They have locked multipliers. The only way you can over clock them past the multiplier is through BCLK over clocking which I never recommend unless you really know what you are doing because it raised the bus clock which overclocks your bridges, QPI and RAM and you will need to mess with each of the voltages for these devices to get them stable too. This also means you have to worry about cooling for these devices.

at least one DIMM need to be in channel A " even though i have 2 x 4 GB DDR3 put in Dimm 1 & Dimm 3 working in a dual channel mode.

Switch to 2 and 4 some motherboards label them different. Might be the case here.
