Good Build for 700 euros?

I'm trying to build a computer for a friend and his maximum budget is 700 euros, which is around 800 dollars, so far I have managed this but don't know if I can do better.

ASUS H97M-PLUS SKT 1150 - 102.90 €
INTEL CORE I5 4460 3.2GHZ 6 MB - 190€
ASUS RADEON R9 270X DIRECTCU II 2GB GDDR5 - 196€
ZALMAN Z9 PLUS USB 2.0 - 55 €
XFX TS SERIES 550W 80PLUS BRONZE - 66 €

If anyone has any suggestions, I would love to hear it.
Also, since we're from Portugal, I would appreciate if you don't suggest any discounted parts from PC Part Picker.

Seems that you cannot do many miracles with that budget.. but I would consider 960 instead of the 270X you currently have there. They start around 200€ which is more or less what you pay for that 270X from asus.
