Favorites toolbar missing

Well it would be handy if we knew which web-browser (and version) you're referring to!
Since you use the word "Favorites" I'm guessing it IE you are referring to.
Newer versions of IE have the Menu bar and Favourites toolbar hidden by default.
Make the Menu bar visible:
Right-click an empty area on the Tab bar & choose "Menu bar" from the pop up context-menu.
Now make the Favourites bar visible:
Right-click empty part of Tab bar again, but this time choose "Favourites bar"
