Low FPS playing ARMA3 multiplayer Altis Life with my setup. HELP PLEASE!

I will start by saying the ONLY thing I use this PC for is to play ARMA 3 Altis Life and that's all this PC will ever be for. Currently I am getting 15-30 FPS playing on ultra settings. I will list my setup below, take note that I have not changed the settings or overclocked any of my hardware but I am not opposed to do so if it will get me better performance!

MY SETUP

Motherboard- Asrock 970 Extreme 4
PSU- OC Z Technology ZX Series 1250 watt
CPU- AMD FX-8350 8 Core 4.00 GHz
GPU- (2)x Gigabyte Radeon R9 270X 2048 MB GDDR5 which are crossfired
RAM- 14.00 GB
OS- Windows 8.1
Keyboard- Razer Black Widow Ultimate
Mouse- Razer Naga Expert MMO
Display 32'' VIZIO Model: E320i-B2 connected through HDMI

Recently I have experienced ARMA 3 crashing on me which Ive never had a problem with. I have a brand new DELL Inspiron 3847 with a i5-4460 3.4 GHz with 8GB of RAM running just 1 of these Gigabyte Radeon R9 270X 2048 MB GDDR5 GPU's and I get around 40 FPS with that setup. I am willing to spend a little cash to upgrade something if I need to but would like to use/combine what I already have. I have 2 more of these GPU's new in the box and also have 2 ASUS Direct CU 2 Radeon HD 7850 2GB new in the box as well as a Gigabyte 970A-UD3P motherboard new in the box.

You have a really good CPU. Mine's the same except its a 9590 :)
Here's what I did to fix it.

So the first thing you need to do is to unpark all your CPU cores (Google it).
After you have done that go into Steam library and right click Arma 3.
Go down to properties then click it.
Now under the general tab click set launch options.

Put this in: -GPU_MaxFramesAhead=1 -GPU_DetectedFramesAhead=0 -skipintro -enableHT -high -nologs -nosplash -maxMem=8193 -maxvram=4096 -cpucount=8 -exthreads=7(You may have to change this) -malloc=tbbmalloc

This should add 20-30fps and it's really useful.
I would also highly recommending to upgrading to Windows 10
