Computer is not recogizing Graphics card, can't install drivers without getting stuck in restart loop

Here are my specs:
Graphics Card: Evga GTX 570 2.5GB
MB: ASRock 790 Extreme4
CPU: AMD FX 6300
8Gb ram
750W Power Supply
OS: Windows 7 64 bit

I have built this system from scratch. I didn't have the right Power supply at first so when I first tried out my system I used an old graphics card in the meantime. Everything worked great. Once the new power supply came in I installed the new graphics card and since then I keep getting a 'no signal' from the monitor during start up. After reformatting my hard drive and reinstalling the OS (the OS became corrupt from all the manual restarting) I finally put the old graphics card back in with my newer one still installed. With the HDMI cord plugged into the New graphics I finally can get to the desktop but the computer is only recognizing the old graphics card even though the HDMI monitor cord is plugged into the GTX graphics card. When I tried installing a driver for the GTX 570 the OS crashes, I lose signal to the monitor again and I have to restart the OS at an earlier time before the driver was installed.

Anyone know whats going on? Is my GTX graphics card bad?
 
Solution
If not up to date, try updating BIOS and then load BIOS defaults.

If BIOS up to date, then reset BIOS and then load BIOS defaults.

Download DDU

Install/extract DDU.

Uninstall video card drivers.

Reboot into Safe Mode.

Run DDU and remove all traces of AMD/ATI drivers and folders. NOTE: Other AMD drivers (such as chipset etc) will also be uninstalled, so be sure to reinstall other AMD drivers later.

Reboot into Normal Mode.

Install latest video card drivers. And also reinstall AMD chipset and other drivers as required!

Reboot.

Done!

Problem solved!

It was one of two things, either the Graphics card was not settled correctly (there was a latch I was not aware of before)

OR it was from completely updating Windows. And by updating I mean installing 179 updates followed by a restart, then 16 more updates followed by restart, then 4 updates followed by a restart. ECT, until there aren't anymore updates available. After all that, the computer finally recognized the card and the driver updates installed correctly.
