does limiting frame-rate affect temperature?

I was just wondering if limiting frame-rate would bring down temperatures compared to 60 or above. Ive done a few tests myself, but its kind of inconclusive

I just want to know out of a healthy curiosity. My gtx 960 gets about 74C under load at 25% fan speed.
 
Thats fine.... my twin 780s run at about 39C under Furmark on the water cooled box .... 44C if I keep fan speeds below audible levels. But on air cooled builds, I overclock the begeezes outta the cards until I hit 82C or so ... that gives me a little room for higher summer temps and still leaves me 10-12 C below throttling levels.

That seems to me like a tad bit overkill.. but whatever floats your boat. This card does do great in terms of temperatures over what i thought it was going to do, and i was looking for some simple solutions. I got it up to 76C at 28% playing Dying Light for a few hours. I like to keep a lot of wiggle room from a graphics cards maximum operating temps. I don't typically use computer components to boil water. 98C... jeez
