No, that's not causing your problem as it's a very common error with that device on some laptops, but it doesn't stop Windows working properly. You don't even need that device so it can be safely disabled in Device Manager to suppress the error message.
Being able to start Windows only in safe mode usually means you've very recently installed a bad driver or some software which installs drivers (eg antivirus, third-party firewall or a CD/DVD burning software that Windows doesn't like. It'll be whatever you installed just before the problem started.
If any of that rigs any bells, uninstall it in safe mode then restart.
