CPU-Z reads actual speed which is correct half of advertised speed which is effective 667 because of Dual Data Rate. 339 means your ram is running at 678MHz.

PC3-10600 = DDR3-1333 = 667Mhz
PC3-6400 = DDR3-800 = 400Mhz

Okay, I see the problem here. Your chipset doesn't natively support DDR3-1333. I can't figure out what chipset your motherboard uses but an educated guess would be either an Intel GL40 or Intel GS40 as these chipsets support only DDR3-667 and DDR3-800. You may be able to manually configure a higher data rate in the Advanced tab of the BIOS setup, but it may not be stable.
In Advanced tab of BIOS there is no option to change ram speed. Please see the image below.
Is there any other way to change the RAM speed ?
If it's not changeable anywhere in the BIOS setup then I'm afraid that it may not be possible to change it at all.
I did see that the latest version for that laptop is A06. You have revision A04 installed, so you may wish to install A06. It's unlikely to help, but it should be done anyway.
