Screen flickers after upgrading graphics card

As the title says, my screen now flickers and colours stretch after I upgraded my gpu from a Geforce 210 to a Radeon HD6850. I have removed all old drivers and made sure my drivers are up to date.
Picture example below. Picture was taken with my phone and is accurate. If I screenshot using Fraps and view it with my phone, the picture seems normal so I believe this has something to do with the refresh rate. Any ideas on what is causing this and how to fix? Also, why does AMD ask me to update Catalyst Control Centre to a version that it already is at?

Solution
as I was reinstalling drivers and messing with screen resolutions and refresh rates, I had this sudden idea to push the vga a bit deeper into the monitor. Problem is fixed lol
If you get a tearing while using a web page and when scrolling up and down.
Then your right its a Hz problem or what catalyst drivers selected as the Hz range for the resolution you are using on the monitor.

In CCC you have a slight off set of 59Hz try that and tearing should go away, and the odd colors.
Pink normally if i remember right when scrolling a web page with a tearing effect.

I can't change the refresh rate without CCC forcing the screen resolution to change as well. The screen however does not tear when scrolling so it might be another issue. The screen flickers no matter what tab it's on - including desktop itself. Another thing I now notice is that while last time hovering over an icon in the taskbar would show thumbnails of open tabs, now it only shows name of the tab open.
