EVGA Geforce GTX 670 is LOUD

I RMAD my evga gtx 660ti sc because it was broken, EVGA sent me back a refurbished 760. The fan is so loud, I was wondering if anyone knew how to fix this? EVGA sent me back a 760 with a reference cooler design, so it's not their acx cooler. I've tried lowering the fan speed with evga precision x and msi afterburner, but it's locked at 40% and all I can do is go up from that. This card performs amazingly, but it's just like an airplane at 40%! I've contacted EVGA support and they said it is locked at that and there is no unlocking it. Any ideas on how to make it quieter?

if the card is super loud (even for a reference card) you can send it for an RMA that it's fan is too damn loud (well if it is still in warranty).

I didn't realize that they were going to send me back a 760 with a reference cooler. Do you think that they would actually give me one with an acx cooler? I don't know if they'll validate an RMA for me again.
