Newly built PC running extremely slow

Hello folks.

I recently put together a PC:
i5-4690K
XFX R9 290
16gb DDR3 memory
GA-Z97X-Gaming 7 LGA 1150 ATX
OCZ arc 100 240gb hd
Antec 650W PSU.
Win7 64bit

I've been getting a lot of high memory usage. I currently have 5 Internet Explorer tabs open and the smallest tab is using 120MB of Memory while the biggest tab is using close to 900MB of Memory. The other tabs are about 165MB and 300MB of memory usage. These tabs are just simple web pages.

This can't be normal right? It seems way too high for simple web pages.

The problem is that it's made everything choppy/slow.

Gaming is very choppy and youtube videos are extremely choppy. I can't even watch simple youtube videos in 720 or 1080 because the quality is so choppy and grainy. What's even worse is that when watching a youtube video, the ram usage for this particular IE tab will skyrocket to over 1gig of memory usage.

Even at idle, with nothing open or running, the ram usage is right around 3gb. With nothing open or running.

This is so pathetic. My older netbook runs youtube videos more flawlessly than this PC.

I've reinstalled the video drivers. I don't know what's wrong with this pc.

I've installed almost all of the drivers. All of the require ones I've definitely installed.

But even if that were the case and I forgot to download some of the drivers, is it normal for the ram usage to be this high?

I have 6 IE tabs open right now just for a test. Just simple web pages. The RAM usage is at 5gb with absolutely nothing going on.

I setup the XMP profile in bios and the ram is running at the correct frequency.

Tried disabling onboard video. Using just the dedicated graphics card now.

Watching videos is absolutely terrible. In youtube for example: I'll change the resolution to 1080p and the video stream/quality looks like a 360 resolution choppy mess.
