amd phenom ii x4 965 temps

so today i check my temps and i see that my pc is running idle temps of 45 to 50 when am gaming it is 65-74 i check my max temps and it says for this cpu it is 62 so why is it gonig over my heatsink is hyper 212 evo i did re apply thermal paste before but the temps never change...what do i do

go into the bios and under volt the cpu and stress test for stability, add more fans for airflow, retry to reseat the cpu cooler again and make sure u use a good amount of paste, and the cpu is securely attached and not loose.

i checked the heatsink and it is not loose i did change the fan plug the rpg was around 800 but i change it to a different fan header now it says 1600rpg so i Manuel setting it to use full fan speed at 62c...but my temps are still 44 idle i have bought thermal paste again so ill have to see if that works
