New Hard Drive installation, computer fails to boot to BIOS without multiple restarts.

Hello there,
I own a desktop for which I recently performed a hard drive replacement. I originally had two drives, one of which appeared to be failing and was causing startup issues (e.g. Windows failing to boot, model name of the drive was spelled wrong in BIOS). I decided to also uninstall the auxiliary hard drive that had come with the computer (it was intended in the original build as a backup drive for files, but I use external drives now).

Uninstalled drives:
Hitachi HDS721616PLA380 160GB (faulty drive) (SATA interface)
Seagate ST380011A 80gb (backup drive) (IDE interface)

Installed Drive:
Seagate ST3500312CS 500gb (SATA) (Windows 7 OS installed)

My issue now is that on powering up after inactivity the computer generally will power on with power lights and fans active (but slow & quiet) but will not boot to BIOS. Shutdown, disconnecting/reconnecting power cable and toggling the power switch to the power supply with multiple restarts will get the computer to boot eventually. Nothing unusual happens once the computer starts normally, Windows 7 starts up without issue.

So far I have attempted reseating the RAM, power cables to the motherboard, graphics card and disk drives. On a successful startup, devices all appear to function normally.
I was investigating the power supply being the issue. Prior to this hardware change, I did not have this problem, but after consulting recommended power supply calculators, I find the recommended supply for my system is a minimum of 450W. The PSU is one of the few original build parts of my computer, along with the DVD drive, motherboard and case.
I've included the voltage readings from Piriform Speccy for the motherboard below:

Would the scenario as I've described so far suggest that the power supply is causing the problem (e.g. the new drive is not receiving enough power on startup?), or could something else be causing this?

Any help on this matter would be greatly appreciated.

Update 1: Changed cmos battery, issue remains, also found that the drivers for my audio device integrated with the motherboard keep seemingly being uninstalled on bootup, and the only way to reinstall them is to uninstall and then reinstall through device manager.e drivers for my audio device integrated with the motherboard keep seemingly being uninstalled on bootup, and the only way to reinstall them is to uninstall and then reinstall through device manager.

Update 2: Still having problems with the Realtek audio device integrated with the motherboard, my network adapter (Atheros L1 Gigabit Ethernet 10/100/1000Base-T Controller) also sometimes fails to be detected on startup)

Update 3: Changed PSU to EVGA 500W Bronze
Voltage readings are now:

Also, Motherboard is registering a temperature of 1 degrees C in speccy?

Thank you for the response, good point- the CMOS battery is probably past its best at this point, date/time configuration gets lost if the computer is unplugged so I'll do a quick replacement there and update if there's any change.

Changing CMOS battery didn't seem to fix the issue, I need to get a new psu at some point anyway so I'm going to try that next.
Also, I've noted another symptom that's occuring, see the original post.

Tried it, no luck, sorry

One other thing I've noticed is the cpu fan seems to slowly rev up as the computer stays on when it fails to boot
 
try booting with just onboard video see if it works. if not try one ram stick at a time. check the power good pin see that it within spec. with a volt meter. check the power and reset switches make sure there working. to see if it the power switch unplug it from the mb and short the pins out see if the mb starts up. if not it may be a bad cap on the mb. older mb had bad batch of caps get into vendor.

Onboard video has the same problem even with GPU disconnected and changing the RAM configuration doesn't affect the issue- also no beep codes during startup when the Ram is disconnected.
Trying to start up the motherboard by the method described has no effect.
Was hoping the MB wasn't borked but it's starting to look that way.
