Windows 7 Blank Blue Screen HELP!!!

Windows was working fine then it started moving slow and a couple pop ups came up so I restarted and now it's a blank blue screen with just a cursor CTRL + ALT + DEL works and if I put shut down everything shows up for a second before our shuts down

Use CTRL + ALT + DEL to open task manager. Close explorer.exe. Choose run from the menu in task manager. Type in explorer.exe.

Scan for virus/malware in safe mode. I use malwarebytes.
