USB - Only Working Properly if Devices Plugged in during Boot

Hey everyone.

I'm having some pretty annoying issues in regards to my USB devices. This applies to all of them; 2.0 and 3.0 on the front of the case and the I/O of the rear of the motherboard. This is what happens:

If I have things plugged in (say, my Behringer Audio Interface, a flash drive, and my USB Linksys Wi-fi adapter) during boot, they work so long as they are not removed and plugged back in. That's where the issues come into play. If I pull out my wireless adapter, say, to make room for my MIDI Keyboard or another flash drive, it will not work. The items that are plugged in during boot will work, but if something is removed and/or plugged back in, the device will not work. My Behringer USB Audio Interface, especially, will lock up the PC upon taking out/plugging back in and I'll have to do a hard reset.

One strange thing I notice is that the USB devices - although not operating once plugged back in while Windows is active - will begin to light up/work if I start shutting down my system. I run Windows 7 Ultimate x64, so when the blueish screen pops up that says "Shutting Down," the USB devices (such as my wireless adapter) will begin working, but at that point it's too late since it's shutting down.

I'm not sure what would be causing this. Any assistance would be greatly appreciated.

CPU: Intel i7-3770k at 4.4ghz
RAM: 2x 4gb Kingston 2133 Memory
GPU: 2x GTX 970 SLI
PSU: 850W Corsair Gold Edition

I believe so. I haven't updated them since getting the motherboard a few years back. Would downloading them from the ASUS website and installing them be a reinstallation tactic? Or would I have to uninstall them first?

I tried reinstalling the chipset and USB 3.0 drivers, and it still seems to be happening. Should I try reinstalling my USB device drivers themselves? Like my individual devices? I'm at a loss.

Update:

I just tried unplugging/replugging my devices in Safe Mode, and there are no issues. That being said, I'm not sure what the cause would be. Drivers? Absolutely NO ISSUE with this dilemma in safe mode.

I'm very frustrated :(

did you ever figure this out? i am experiencing the same issue with my asus z170-a MB. i have tried everything and nothing seams to fix it. just like you my devices are only detected at boot and if they get unplugged they stop working even if i plug them back in fairly fast. this is supper annoying
