Building new PC, where is ok to buy windows 8?

So I´m currently using Ubuntu and OS X for work, but I'm building a new gaming pc. The last part that I'm waiting is my gtx 970 but I forgot a really important thing: the OS, so I'm not so sure where is ok to buy Windows 8. I live in Latin America, there are some stores or online sellers that sell W8 really cheap. This don't gave me to much trust about of the OS. So I want to buy it from Microsoft. Is ok to buy the download version? the Spanish version comes with a backup, but I doubt that can be delivered where I live, so is ok to buy the English one and the change it to Spanish? I will be able to use the download on a USB to installation? and most important: if i change my mother board I will lose the license?

EDIT: the version that my seller is offering me is this: MICROSOFT WINDOWS 8.1 64bits OEM (4HR-00196) and cost $103.

oem in this case means that it is intended to be included with a new build which is why it is slightly cheaper. a retail version is meant for an existing build as an upgrade to the OS. the oem one won't come in a pretty box so you save the few bucks for the packaging. the price is right so i would say it is a safe buy.

you will be able to use it with a new motherboard when that time comes. no issue there. i know folks love to say it won't work but my experience has been that it will be no problem at all. it can be used over and over again so long as it is only on one PC at a time.

buying from microsoft or a respected dealer is the best way to ensure you don't buy a pirated or stolen key. if microsoft charges $100 and a site sells it for $40, then it is probably not legal. if you are a student, look into a student price through your school. this can be a lot cheaper and is the same as normal copy just cheaper for students.

once you buy it, you can use it for a new build no problem. and buying an english copy and then using the spanish settings should not be a problem either. i believe the spanish version simply sets to spanish instead of english. otherwise there is no change.

Maybe this one is ok but could I be able to change hardware (like my mother board) with no problem of loosing the license. I ask this because I see the OEM label.
